In case you're wondering, the player, an undercover agent, does not have to fire upon said civilians. They do, however, have to fire upon security forces encountered later in the level. One particularly clever detail (clever in the context of the level, that is) is the arrivals/departures board flipping over entirely to "DELAYED".
